VERONA, VA (CVILLERIGHTNOW) – The Virginia Department of Corrections (VADOC) has issued updated information correcting earlier reports about Anthony D. Moreland, who left a secure probation program in Augusta County on March 12.

According to VADOC, Moreland, 42, absconded from the Cold Springs Community Correctional Alternative Program (CCAP) at approximately 1:15 p.m. He was not incarcerated at a correctional center and is legally classified as a probationer, not an inmate. Therefore, officials clarified that Moreland was considered an absconder, not an escapee.

Shortly after leaving the facility, VADOC issued a PB-15 warrant for a probation violation. He was arrested by 5:30 p.m. that evening in a coordinated effort between VADOC and the Augusta County Sheriff’s Office.

Moreland had been sentenced to CCAP in March 2024 by the Roanoke City Circuit Court following a shoplifting conviction from December 2022. He is expected to report back to his sentencing court.

CCAPs are secure, residential probation programs designed as alternatives to incarceration. Though secure, these are not correctional centers, and participants agree to the terms as a condition of probation.

A previous release from the Augusta County Sheriff’s Office incorrectly described the facility as “Camp 10 at Cold Springs Correctional Center” and referred to Moreland’s departure as an escape. VADOC emphasized that absconsion is the correct legal term in such cases.

VADOC, Augusta County Sheriff’s Office Arrest Probationer Who Absconded from Cold Springs Community Correctional Alternative Program

RICHMOND — A Virginia Department of Corrections (VADOC) probationer who absconded from Cold Springs Community Correctional Alternative Program (CCAP) Wednesday afternoon is now in custody.

Anthony Moreland, 42, absconded from Cold Springs CCAP at approximately 1:15 p.m. Wednesday. The VADOC immediately issued an arrest warrant for a probation violation (commonly referred to as a PB-15) and worked with the Augusta County Sheriff’s Office to apprehend Moreland.

Moreland was arrested at approximately 5:30 p.m. Wednesday and will be reporting back to his sentencing court. Moreland was sentenced to CCAP in March 2024 by Roanoke City Circuit Court, following a conviction for shoplifting. The offense occurred in December 2022.

VADOC CCAPs are secure probation facilities (not correctional centers) and probationers agree to participate in CCAP as an alternative to incarceration. Participants in CCAP are classified as probationers, not inmates. More information about the CCAP program at the VADOC can be found here:

Escaped Probationer Cold Springs Correctional Center, Greenville

On 3/12/2025 at approximately 1420 HRS, a male probationer in the CCAP program escaped Camp 10 at 192 Spitler Circle in Greenville. Numerous Augusta County, State Police and Virginia Department of Corrections personnel are in the area searching for:

Moreland was last seen heading towards Cold Springs Road, so there will be a large police presence in the area. Staff at Camp 10 could not provide us with a description of his clothing, but a photo is attached.
