RICHMOND, VA (CVILLE RIGHT NOW) – In a number of changes to a budget passed by the Democrat-controlled General Assembly, Governor Youngkin said in a press conference he has “a budget that is clean, and will get us there on time, without tax increases… and, yes, a bit frustrating to me, no tax decreases”.
He noted in a presentation from the Governor’s office media room revenues have increased $9.1-billion since the pandemic through growth in jobs and wages that have generated the increased tax revenues, even with cuts the last two years.

Among other initiative, he outlined a $21.2-billion K-through-12 education increase with 3% teacher pay raises in both 2025 and 2026. His plan also increases higher education spending by $1-billion while keeping tuition increases capped at 3%.
