CHARLOTTESVILLE, VA (CVILLERIGHTNOW) – The University of Virginia has released two redacted external review reports related to the November 13, 2022, shooting that killed football players Lavel Davis Jr., Devin Chandler, and D’Sean Perry, and injured football player Mike Hollins and track team student manager Marlee Morgan. The reports, released Friday, include an executive summary and redactions required by federal student privacy laws.

“The reports are heavily redacted to comply with federal laws that protect student privacy,” UVA stated in its announcement. “These redactions are necessary because the victims, the assailant, and other individuals involved in the events leading up to the shooting were students.”

UVA President Jim Ryan addressed the community in a message accompanying the release:

“I know that this information will not provide answers to all of your questions, nor does it answer all of mine. It doesn’t ease the pain of losing beloved members of our community, and it doesn’t lessen the grief felt so deeply by the victims’ families and friends. It doesn’t undo the pain and trauma of those who were injured, of those who witnessed the shooting, and of those who continue to grapple with all that has happened. I can promise that we will continue to honor and remember Devin, Lavel, and D’Sean, whose lives and legacies will never be forgotten at UVA. We will continue to support the members of our community who were most directly affected by these events. And we will do everything within our power to promote the safety of our students, faculty, staff and visitors.”

The University has taken a series of safety-related steps since the shooting, including the creation of a standalone Office of Threat Assessment and expansion of the Threat Assessment Team. According to UVA, enhancements include:

  • Hiring two full-time licensed psychologists to serve as associate and assistant directors of the Office of Threat Assessment.
  • Adding two response specialists, a representative from Housing & Residence Life, and a Victim Advocate/Threat Assessment liaison from the University Police Department.
  • Immediate investigation by the University Police Division if a firearm is reported on Grounds or in the possession of a student who lives on Grounds.
  • Increased training and awareness regarding dorm room entry for health and safety checks.
  • Establishment of a permanent Emergency Operations Center to streamline response to critical incidents.
  • Reorganization of Student Affairs into Care and Support Services and Policy, Accountability and Critical Events units to better coordinate response to student concerns and disciplinary actions.

The reports also detail UVA’s continued support of legislation that would make firearm possession on college campuses a criminal act. “Since 2023, the University has supported legislation in the Virginia General Assembly that would make it a criminal offense, rather than just a violation of University policy, to possess a firearm on a college or university campus,” the University noted. “That legislation has not been successful, and the University will continue to advocate for such legislative solutions.”

Because the convicted gunman, Christopher Darnell Jones Jr., declined to waive his federal student privacy protections, UVA stated that “significant portions of the reports were required to be redacted.” The University prepared an executive summary “to help readers better understand the contents of the reports.”
