CHARLOTTESVILLE, VA (CVILLE RIGHT NOW) The Charlottesville Police Department (CPD), in coordination with the Internet Crimes Against Children (ICAC) Task Force, has made two separate arrests in ongoing investigations involving the online exploitation of children.

In May of 2025, CPD detectives received a cyber tip indicating that an individual was in possession of child pornography. After a detailed investigation, a search warrant was executed last week at a residence in the 400 block of 10th Street NW. As a result, Thomas Samuel Caine, a 33-year-old male of Charlottesville, was arrested and charged with the following:

  • One count of §18.2-374.1:1 (A) – Knowingly Possessing Child Pornography

  • Four counts of §18.2-374.1:1 (B) – Second and Subsequent Violation: Knowingly Possessing Child Pornography

Caine was employed as a substitute teacher across several public school divisions in Virginia, including Albemarle County Public Schools, and has ties to school districts in northern Virginia. In a separate investigation on June 25, 2025, a CPD detective operating in an undercover capacity was contacted online by a male who believed he was communicating with a 14-year-old female. The individual arranged to meet the juvenile for sexual activity in the City of Charlottesville. Detectives subsequently apprehended Daviyon Shelton, a 25-year-old male from Louisa County, at Azalea Park — the location he agreed to for the meeting.

Shelton was taken into custody without incident and has been charged with:

  • Two counts of §18.2-374.3 (C) – Use of Communications Systems for Solicitation of a Minor

  • One count of §18.2-374.3 (B) – Use of Communications Systems While Taking Indecent Liberties with a Minor

Both Caine and Shelton are being held at the Albemarle/Charlottesville Regional Jail.
