ROCKINGHAM COUNTY, VA (CVILLE RIGHT NOW) – One woman is dead, and another charged with involuntary manslaughter, after a Tuesday morning crash in Rockingham County.

A 2020 Hyundai Elantra was traveling east on Bryant Hollow Road at 9:30 a.m., on April 16, 2024. According to Virginia State Police, a passenger was sitting on the hood. As the car went down a hill, the passenger fell off and was struck by the vehicle.

The passenger, Dymond A.S. Thacker, 34, of Broadway, Va., died at the scene of the crash due to her injuries.

The driver of the Hyundai, Debra L. Elliott, 66, of Elkton, Va., was not injured in the crash. She was not wearing a seatbelt. A second adult passenger was not injured.

Elliot was arrested and charged with involuntary manslaughter: DUI, possession of a schedule I/II narcotic, driving without a license, and failure to wear a seatbelt. She was transported to the Middle River Regional Jail, where she is being held without bond.

The crash remains under investigation.
