CHARLOTTESVILLE (WINA) – Tonight’s is the first City Council meeting since two weeks ago a Council meeting with a light agenda had heavy public comment accusing Charlottesville Police of harassing homeless individuals in Market Street Park. Some accused a police officer of an assault involving the kicking of a homeless man in a tent the night of September 16th.

However, Police Chief Michael Kochis contests the assertions, and played body cam video showing an officer kicking the man twice in the bottom of his shoes after the man appeared to be going back to sleep after being instructed to leave. While there’s nothing on Council’s agenda or in the City Manager’s report — at least prior to the meeting — addressing the situation, there are Matters from the Public opportunities during tonight’s meeting.
