CHARLOTTESVILLE, VA (CVILLE RIGHT NOW) – The Albemarle County Board of Supervisors and Charlottesville City Council will come together for a joint meeting Tuesday evening to receive updates on regional transit, homelessness interventions and land use and environmental planning.

This will be the two boards’ first joint meeting since Sept. 2024, and it comes just over a month after the city cleared the homeless encampments along the Rivanna River and opened the low-barrier shelter at Holiday Dr.

Both boards will see a presentation on those efforts on Tuesday at CitySpace, presented by Assistant City Manager Samuel Roman and Director of the Department of Human Services Misty Graves from the city, as well as Chief Human Services Officer Kaki Dimock from the county.

The presentation, which can be accessed on the meeting’s agenda, states that the Holiday Dr. Shelter currently has 72 guests, with four people already moved out to permanent housing, three in temporary housing and two moved to treatment facilities.

The city’s Department of Human Services also plans to hire two outreach specialists and a supervisor to help tackle homelessness outreach, according to the presentation.

Prior to that report, Director of Charlottesville Area Transit Garland Williams will be providing a service update for the fiscal year of 2027, the first of CAT’s four-year growth plan, which aims to add 10 operators per year, allowing for improvements to service.

The plan includes the return of Sunday service, which is currently slated to be brought back in second year of the plan, according to the presentation.

The final presentation of the evening will be the Land Use and Environmental Planning Committee’s annual report. The committee features representatives from the city, county and University of Virginia, and regularly holds meetings both in-person, on a quarterly basis, as well as online throughout the year to discuss land-use planning between the three.

UVA Executive Vice President and Chief Operating Officer Jennifer Wagner-Davis will be in attendance at Tuesday’s meeting and will make remarks on behalf of the university before the three presentations. County Executive Jeff Richardson and City Manager Sam Sanders will also share remarks on their respective localities.

The meeting will end with a 30-minute slot allocated for “Regional Challenges and Opportunities Discussion.” The meeting is slated to adjourn at 8 p.m.
