Steven Lewis Carter, 78, of Charlottesville, passed away suddenly at the University of Virginia Medical Center on Thursday, July 9, 2024.

Steven was born January 22, 1946 at Brooklyn Naval Hospital in New York, to the late Dr. Luther Clyde Carter, Jr., and Virginia Whitley Carter, and raised in Fredericksburg, Va.

He graduated Salutatorian from James Monroe High School in 1964 and then attended the University of Virginia as an Echols Scholar where he earned a B.A. In Physics in 1968. Continuing at UVA, he earned his Ph.D. in applied atomic theory in 1976 and then as a postdoctoral researcher and teacher until 1981. He also served in the U.S. Army Reserve, 80th Div (Tng), in Culpeper, Va., from 1969-1976 as a SSGT/Personnel Specialist.

Ultimately, he joined the U.S. Army National Ground Intelligence Center in Charlottesville, Va., for a 25-year career as a physicist and senior analyst. He established the Center’s computational electromagnetics program for the production of foreign-target radar signatures. He received numerous awards for his work, including the Army’s Meritorious Civilian Service Medal.

Steven is survived by his devoted wife of 5 years, Sally T. Carter, of Charlottesville, Va., one son, Lewis M. Carter (Mac) of Richmond, Va., and one sister, Elizabeth C. Collins, of Fredericksburg, Va.
